Michael Black has been providing team-generated, comprehensive, citizen-participatory
planning services and community organizing services for Native American communities since 1968.
His work with Native Americans began with a membership on the board of directors of the Malki
Museum, which is located on the Morongo Reservation near Palm Springs, CA. His first
comprehensive planning program for an Indian reservation was for the Morongo Reservation.
Since it included legal, environmental, economic, housing, transportation and cultural concerns,
it was referred to as a "Model 701" program by HUD. The challenge of facilitating the
decision-making processes and the communication process necessary to the development, approval
of the goals, policies and actions necessary to serve their vision and their implementation of
the action plans inspired Michael to develop and employ state-of-the-art consensus decision-making
techniques. He was the prime contractor, director and facilitator for comprehensive planning programs
for eight California Indian Reservations.
